新規事業を推進していくために、様々なリソースやスキルが必要であるが、それらは広範囲にわたり、また大多数の部員にとってはなじみの薄いスキルのため、一朝一夕にすべてを身に着けるのは困難。

それを補完するべき塩野義内部でのスキルは製薬企業としてのスキルに重点が置かれているため、社内だけでそのスキルを補完することも困難

一方で、社外にはそれらのスキルを提供しているサービスがあるので、これらを選別・導入し、バーチャルな形で必要なスキルの補完体制（インキュベーター＝孵卵器）を構築し、ゆくゆくは組織のCapabilityとして定着させれらる人材を獲得したい
 

In order to promote new business, various resources and skills are necessary, but they are wide-ranging and unfamiliar to the majority of employees, so it is difficult to acquire them all overnight.

The skills that should complement them within Shionogi are focused on the skills of a pharmaceutical company, so it is difficult to complement those skills within the company alone.

On the other hand, there are services outside the company that provide those skills, so we would like to select and introduce these, build a virtual system (incubator) to complement the necessary skills, and eventually acquire human resources that can be established as capabilities of the organization.
