◇職務内容（About the position）

日本における製品別のマーケットアクセス活動を主導し、アジアパシフィック地域（日本以外）においても主導・支援を行う。具体的には以下の業務を含む：

•　アジア地域のマーケットアクセス体制の計画・強化において、Value & Access Asia Headを支援

•　HTA（医療技術評価）および政策の観点から、グローバルのマーケットアクセス開発プログラムに対してインプットを提供

•　日本における製品別マーケットアクセス計画の策定、および必要に応じてアジア地域への支援

•　地域・グローバル戦略に反映すべき国別のニーズの特定

•　グローバルのバリューストーリーの現地適応

•　日本におけるHTA提出資料のレビューを担当、またはアジア地域のレビューを調整し、現地のペイヤーニーズに合致した内容となるよう整合性を確保

•　アジアパシフィック（日本含む）における医療制度関連の経路コストや課題点の分析を行い、改善に向けた革新的なアイデアを提案

•　アジアパシフィック地域向けの医療経済モデルおよびバジェットインパクトモデルのアダプテーション又は新規医療経済モデル作成を担当、または外部委託活動を管理

•　アジアパシフィック地域におけるペイヤーの競合分析を実施し、外部価格・償還環境の状況分析を行い、戦略立案に必要な情報を統合

•　アジアパシフィックのペイヤーおよびその代理人とのインタビューやアドバイザリーボードを実施し、アイデアの検証や臨床プログラム・価格設定への影響を評価

•　ステークホルダーのマッピングを行い、エンゲージメント計画を策定

•　日本およびアジア地域におけるRWE（リアルワールドエビデンス）のニーズを特定し、エビデンス創出の計画・開発プロセスに反映

•　グローバルのValue & Accessチームと連携し、パイプライン開発や導入候補品に対してインプットを提供し、日本およびアジアのHTA要件に適したデータの最適化を図る

•　マーケットアクセス、渉外部、研究開発、営業、メディカルアフェアーズ、薬事部門との連携を図り、製品価値に対する共通認識を確保する

 

Lead product-specific market access activities in Japan and also take the lead and provide support across the Asia Pacific region. Specific responsibilities include:

• Support the Value & Access Asia Head in planning and strengthening market access frameworks in the APAC region

• Provide input to global market access development programs from the perspective of HTA (Health Technology Assessment) and policy

• Develop product-specific market access plans for Japan and provide support to the APAC region as needed

• Identify country-specific needs to be reflected in regional and global strategies

• Adapt global value stories to local contexts

• Review HTA submission documents in Japan or coordinate reviews in the APAC region to ensure alignment with local payer requirements

• Analyze healthcare system-related pathway costs and challenges in APAC (including Japan) and propose innovative ideas for improvement

• Adapt health economic models and budget impact models for the APAC region or develop new models, and manage outsourced activities as needed

• Conduct competitive analysis of payers in the APAC region, assess external pricing and reimbursement environments, and integrate insights for strategic planning

• Organize interviews and advisory boards with payers and their representatives in APAC to validate ideas and assess impacts on clinical programs and pricing strategies

• Map stakeholders and develop engagement plans

• Identify RWE (Real-World Evidence) needs in Japan and the APAC region and incorporate them into evidence generation planning and development processes

• Collaborate with the global Value & Access team to provide input on pipeline development and launch candidates, optimizing data to meet HTA requirements in Japan and APAC

Work closely with Market Access, Government Affairs, R&D, Commercial, Medical Affairs, and Regulatory teams to ensure a shared understanding of product value

◇応募資格（Requirements）

【必須条件】

日本のHTA（医療技術評価）制度に関する実務経験

日本語および英語のビジネスレベルの言語能力

医療経済学またはライフサイエンス分野の学位

HEOR（医療経済・アウトカム研究）分野での最低５～６の実務経験

日本又はアジアパシフィック地域におけるRWEエビデンスの創出経験

優れたコミュニケーション能力（口頭および文書）、複雑な概念を分かりやすく伝える力、地理的に異なるチームとのクロスファンクショナルな連携能力

日本およびアジアパシフィック地域における新たなマーケットアクセス機能の開発に積極的に貢献する意欲

 

【望ましい条件】

地域またはグローバルでの実務経験（償還・補償、価値の推進要因、HTA、支払い政策などを含む）

疾患情報、臨床試験の設計と結果、薬剤経済学的研究などを含む臨床および医療経済文献のレビュー能力、ならびにそれらが支払者にとっての価値に与える影響の理解

医療経済モデル、予算影響モデル、ベネフィット／リスク評価に関する知識

メタアナリシス技術に関する知識と経験

欠損データの補完および回帰外挿に関する知識

アジアパシフィックまたはグローバルでの価格設定に関する知識と経験

日本以外のアジアパシフィック諸国で医薬品の償還を成功させた実績

 

【Required Qualifications】

 

Practical experience with Japan’s HTA (Health Technology Assessment) system

Business-level proficiency in both Japanese and English

Degree in Health Economics or Life Sciences

Minimum 5–6 years of hands-on experience in the HEOR (Health Economics and Outcomes Research) field

Experience in generating RWE (Real-World Evidence) in Japan or the Asia Pacific region

Excellent communication skills (verbal and written), ability to convey complex concepts clearly, and strong cross-functional collaboration skills with geographically dispersed teams

Strong willingness to actively contribute to the development of new market access capabilities in Japan and across Asia Pacific

 

【Preferred Qualifications】

Regional or global experience (including reimbursement, value drivers, HTA, payer policy, etc.)

Ability to review clinical and health economic literature, including disease information, clinical trial design and results, and pharmacoeconomic studies, as well as understanding their impact on payer value

Knowledge of health economic models, budget impact models, and benefit/risk assessment

Knowledge and experience in meta-analysis techniques

Understanding of methods for handling missing data and regression extrapolation

Knowledge and experience in pricing strategies in Asia Pacific or globally

Proven track record of successful drug reimbursement in Asian Pacific countries (not only Japan)
